New law regarding work permits for teachers?

Whilst at a job interview last week I was informed (by an international school) that if a person had no teaching degree they would not be issued a third work permit. I had accepted the interview on the basis that I could teach there until I had completed my PGCEi in March. Then I get there, speak to somebody else, and find out about the new law. Does this apply to all schools, or just International schools? This is disastrous - I have two children, my current school is about to close, so I'll have a week to leave the country and no way of getting back?
